Welcome to the forums, CleoSombra! I did hear that it's possible to make a new scenario in LL but it takes a lot of hacking. First, you must use an existing scenario (It'd be best to use Mega Park), and get WinHack and/or Trainer Maker Kit at RCT Technical Information Depot. I'll give you the link later on.
There's info on hex editing at these links:

You can make some changes to a new game but save often and do the editing at your own risk.
For Trainer maker kit, here's a link:http://www.strategyp...t/tmkintro.html
The most important thing you will need to know when you edit the saved game is the SV4 file format. Here's the info:
http://www.strategyp...id/SV4/SV4.html
From there, you can get the addresses so you can do some editing quickly. You can even make an LL trainer!
When you're ready to change it into a scenario, first rename the saved game, and here's how to convert a saved game to a scenario.

Good luck with the scenario!

You CAN make a scenario. RCT Scenario editor can create saved games and scenarios, if needed.

Dr. J created it. Go to his site to get it.
EDIT: Whoops, didn't see that tornado gave the same thing. Please ignore this. This is a sad attempt to help someone.
