When I downloaded the pallete maker, I couldn't figure it out AT ALL. Actually, TO THIS DAY, I can't figure out how to work that GUI program that was included in the program.
Luckily, I figured it all out using batch files, and now I made an easier to use GUI, here is the link. Please note: You might need to become an rct2objectlist member to download, but I am talking with sambo about putting it in the downloads here.
So what do you think?

This is very useful, but usually when I use it, a black box appears displaying text that quickly turns white and the Palette Maker freezes.

That's the pallete maker. That box is normal, but what do you mean freeze? Does it go away when you press enter? Because that's what it should do.
If everything works, you should see the black and white box, that should go away when you press enter while it is active, and you should also see a success message from my program.

Well, I don't know what to say. Me and my friend never encountered such a problem while we were testing it.
Try making a new folder in my documents somewhere, then put the palmaker program, my GUI, and all the application extension files from the old folder, all into the new folder you just made.
Now try saving a water file to my documents.
If that works then that means that the problem was
A. There were insufficient permissions to the original folder (Never even tested it in an under-permissioned folder, try setting the permission settings on that folder if you are the admin of your computer)
B. There were other files in that folder that were causing conflicts with the program
C. Both

If that didn't work, then maybe you are using an incompatible system. I have only tested it on Windows 7.
Which window froze? My GUI or the black and white window?

The GUI, and I was using XP, it has worked before, and I made turquoise water which is up for download. I put the palettes on the desktop the palette maker, GUI, palettes that came with the palette maker, and the readme into the same folder.

Interesting. Well, what matters is that it made the file, I did zero testing on windows XP so there's not much I can help you with.

I could only get it to make one file after countless tries.
