I think you had something very specific you wanted to ask - but your question is ambiguous and confusing.

there is a little button, and and when you click on it it starts a new segment? i dont see what it is for?

Are you sure it's for a coaster? I know that the boat/transportation attractions need to make at least two stations. (As the water that the attraction lays upon is the track.) So this is for adding/placing another station for the boats to travel to. Just click on the button, and locate the cursor where a second water transportation station would be.
Keep in mind that if the water is too shallow, OR if there is ride support structures in the way, the ride won't operate as expected. Ride supports can be blocked or removed by placing something under them. Even underground (under the supports where they can't be seen.) Tracks have to be about four to six levels above water, depending on the water transport. (so it would be taller for the paddlewheel riverboat to pass beneath.)
Not exactly sure why this would be available for attractions that require a track.
