Problem Trying To Use Svenerio Editor

i am trying to start a custom park but everythime i click on the start a custom scenerio button it brings up a load file screen with nothing in it. is it suppose to be like that? i tried uninstalling it a few times to see if that would fix it but it didnt so what am i doing wrong?

Yeah, it's confusing because of the terms they use. "Start Custom Scenario" really is refering to starting to play a scenario you have created. However you haven't created any yet, thus why the menu is empty.
You should click on the Scenario Editor button on the main menu...that will load a blank bench. After you work on that bench for a bit (adjusting size, backgrounds, inventions, weather, etc.), save it with a new name.
Anytime you want to work on it again in the Scenario Editor you follow the same procedure, but after the blank bench loads click on the options icon at upper right, click on 'Load Scenario" ( a box will open asking if you want to save the current bench...since it's blank, just hit 'no') and a menu will open listing all the custom scenarios that you can edit.
Then if you want to play your bench as a scenario you first set up the bench as you want it, set all the scenarios options and goals and then save. Then you can open that bench in the "Start Custom Scenario" and you can play it as a scenario, with those goals etc. in place.

It happens, very confusing when it does, I know, but it's just a very confusing part of the game.
