I'm going to Kansas City, MO, in 2.5 weeks for a web design competition through my local vo-tech school I attend, so these links are a great help to get me refreshed on website making... And that web server on your PC... I think I may try that one out.
I didn't see any links specifically targeting Cascading Style Sheets, or CSS. I haven't really checked this place throroughly, but here is a start:

A few other forum software systems I've found as a free alternative to IPB...
IceBB (Functions alot like IPB; Looks close to the same):

I use Dreamweaver MX 2004 to program my webpages, and for PHP editing and all that I use Dreamweaver as well. I also like to program program, but that's outside the scope of this discussion.

Freeware/Shareware for Web Designers (Everything except Opera is free)
HTML/CSS Help
World Wide Web Consortium :: They set the web standards. Archaic and advanced.
Web Design Group :: Outdated but extremely useful. They do possess downloadable help files for HTML 4.0 and CSS 1.0 Specifications
Browser Testing
Mozilla Firefox :: Small, fast, reliable browser. Great standards support. Great with the Web Developer Extension. Moderately used.
Opera Web Browser :: Best Standards Support. Best Support. Shareware. Bummer. Used in limited numbers.
Internet Explorer :: If you do not test your site on the industry standard, you might as well shoot yourself in the foot. Standards support should appear in IE 7. Widely Used.
Editors
Notepad2 :: Better than Notepad. Will syntax highlight almost any coding language.
Notepad :: It's on your computer. Use it. Your best tool by far.
Arachnophilia :: Java-based Syntax Editor. Has tabbed editting (before Firefox). Very easy. Very nice.
NVU :: Free version of mixture between Microsoft Frontpage and Macromedia Dreamweaver. (WYSIWYG) Yet, it is free. FREE. (It does support PHP.)

Xampp Lite :: (Thanks to RCTHelp for this one) This is the only local server I will recommend. With Xampp Lite, you can test your site on an Apache server with php and MySQL capabilities without shelling out the extra cash to pay for webhosting.
