I have one more question... Is there any utility out there that can enable the owned land/construction rights tool from the scenario editor in a park with pre-built rides, much like the mountain tool? I'd love to be able to tweak the land without having to own all of it like 8cars does, and not have to rebuild a park with a ton of rides just to modify a few pieces of unowned land.

As far as i know nothing will accomplish what you are hoping to achieve. You can own all of the land or stick with what you own and be happy once the senerio has started . You cant pick and choose. But ill admit it would be a cool idea
