Actually, the illegal part would be to make the ride available without the expansions. In other words, no noticeable changes would have been made to the graphics. I'm not really sure. But you can use certain art elements from WW and TT rides in new custom rides if you deconstruct them (WW and TT rides).

As for using the guts of the ride as the basis [like AE does], I don't think that Atari has a problem of that because the graphics are noticeably changed from the original ride used as the basis.
