Unable To Lower/raise Water Level

I have a small (I think) problem. I recently downloaded a park designed by someone else and am trying to lower the water level. I get a message that says "Can't lower water level here". I tried to raise the land level and I get "Can't raise land here... Raise or lower land first". What gives? How do I correct this. I have made the park smaller until those sections disappear but then I'm left with a 20x20 park!

Since it is impossible for me to know what the original designer did with the park - I can only guess how to fix.

 

Do you own the land in question? That would be the first thing to check. Next I'd use a trainer to unfreeze or reset the land height lock.

I am doing this in the landscape editor mode. Yed the land is in the owned section. I tried using 8cars 1.32, selecting "cap land at max height" - nothing.

 

Is there a different trainer?

Not sure if any of those are going to help.

You said the land was in the owned area. Is this because you used a trainer to own all land?
