Here is a capsule of the limits....mods you can do with this as you wish:
There are many comments, complaints and questions regarding the limits within RollerCoaster Tycoon 2.
In a nutshell here is a capsule of the limitations you may find while playing the game:
OBJECT LIMITS (scenery, etc.)
The game is coded in such a way that you are limited to the number of objects you may have to use in any particular scenario. As far as has been determined by the best programmers, there is no way around the limits. No trainer exists that works to get around the limits. Bluntly, you cannot have “all rides, all scenery” in this game!
You may choose (in the “advanced” mode) of the Scenario Editor the following:
• Rides: 128 maximum
• Small Scenery: 252 maximum
• Large Scenery: 128 maximum
• Walls/Fences: 128 maximum
• Path Signs: 32 Maximum
• Footpaths: 16 Maximum
• Path Extras: 15 Maximum
• Scenery Groups: 19 Max. (you must have
trees,shrub,gardens,fences,walls,signs tabs)
• Entrance: 1 Maximum
• Water: 1 Maximum
Again, there is NO WAY around these limits.
OTHER LIMITS
There are other limitations within the game. Again, it has been determined NOTHING can be done to get around them:
ObjData Folder: It has been found you cannot have any more than 5,000 items in this folder. This number includes all the Objects from the Original game and its expansion packages.
Signs: You cannot have more than 252 signs in any park. Signs adding to this total are large and small 3D signs, scrolling signs, path signs and 2 per ride (entrance building and queue sign.
“?” Tab: This is the last tab found in the Scenerio editor for random scenery that is not part of a scenery group. Her you can have no more than 128 items. After 128 items, nothing else can be displayed (or used).
I am certain you’ll run across additional limitations. But…Bottom Line…there is no trainer, etc. that can give you all rides and scenery!

Arent there a chance that you could do a patch that could kill the hard coded limitations?? You know like go into the code... if frontier and atari can do that, so can we!

Some have claimed they have exceeded the limits but no proof yet. I believe also that large, multi-tilt objects can affect the number of items displayed in a tab (it doesn't change the number of items in the tab, it just takes more room in the tab, causing you not to be able to see a different object and to select it if you wish.

I hope Chris Sawyer makes a RCT2.5! (It will be an expansion to RCT2, and it will feature all the good features from LL, no limits in the scenario editor, less height restrictions, more breakdowns, years running from January to December, built-in cheats, and a built-in scenery/path editor.)
Of course, Chris Sawyer will call it RCT3.

I doubt Ole would let NoLimits be distributed with RCT2(.5) because he wouldn't recieve the money from online buyers. I mean why buy both seperately when you can buy both together for less?

^ he didn't mean the game
Can't this number be edited with a HEX editor but then others can't view your parks?

Possibly.
Anyway, isn't:
FE = 252
7E = 127
14 = 19

Ok. There are some people who want all rides and scenery. Think about it if u have over 5000 objects..... It becomes less attractive. If they doubled the limits it would have been fine
About the hard-coding. If you would make a code-changing patch it would mean you violated the author rights, because altering the hardcode is strictly forbidden unless the sourcecode has been released for free use. (so called Open source)
As far as I know the Drexler-patch (rct1) didn't change the code...
BTW changing the limits would mean that you have to alter the savegame-structure
ANOTHER VERY IMPORTANT THING!!!!!
lots of scenery that doesn't have scenery-group will end up in the '?'-tab. Now the important thing about it..... THIS GROUP HAS A LIMIT ALSO!!!!!!!!!!!!!!!!!!!!!! If you take to much custom thingies, you won't be able to access lots of them

guess what!!!i found this in a link in some forums not too long ago and i went to the website, it was in german, but the trainer i got was in english... Anyway, this trainer 'freezes' the number of objects in the editor and then you can have ALOT more objects,scenery,rides, etc. You still have to go by the 128 “?” Tab limit though .
I USE THIS TRAINER SO MUCH-its very useful
the link is here. I couldnt find the original site, so this goes to my quickly set-up freewebs site but the download is on there since i don think i can directly link downloads to the RCT2.com forums.
hope you like!
